Who controls the dialogue matters. Climate changes are increasingly being framed in terms of ‘risk’ and ‘security.’ Security, however is the most narrow definition of peace and sustainability, and focuses on protecting boundaries, controlling resources, and maximizing protection through armed forces, and overlooks the humanitarian, social, and environmental consequences of current and future changes.
